Burnley gets fully connected with Fleetclear

The Borough of Burnley lies within Lancashire and covers an area of over 42 miles with a population of 89,000. Fleetclear began working with Burnley Council in 2020 when the authority chose to equip its fleet of 15 Refuse Collection Vehicles (RCVs) and sweepers with the RX Lite Live Camera System.

Fleetclear is responsible for the design, manufacture, and installation and after sales support of market leading vehicle safety products including LIVE camera systems, Digital Video Recording systems, reverse radar, Cyclear™ and anti-roll away solutions.  The company, which provides solutions to over 60% of UK local authorities, also has its own web-based, fleet management software platform, Fleetclear Connect.

“We had previously used a different supplier for some camera systems but there were too many issues and the call out charges became too costly for us. So, we decided to switch to Fleetclear, starting with 7 RCVs and then once we had trialled the system, we rolled it out across our entire RCV and sweeper fleet.

“The cameras enabled us to continue monitoring the fleet during the COVID pandemic when site visits were minimised. The Fleetclear camera systems also help us manage our trade waste service, in particular verifying any ‘missed bin’ claims.”

“The footage is exceptionally clear with the RXLite system, which is helpful if we receive a complaint or insurance claim. The geofencing feature is also very useful and means we can quickly check which vehicles were in a specific area at any one time. We just type in the street name and draw a geofence around it. The system then shows the whereabouts of every vehicle in the fleet in that location at the specified time. Click on any one and the system creates an event reconstruction with integrated video footage so we can see exactly what happened.

An end-to-end solution

Recorded footage from the camera systems was initially stored on the council’s network. However, there were some delays in accessing the information due to data security restrictions, which made carrying out proper analysis difficult.

In May 2022, when the council replaced its fleet the existing RXLite camera systems were reinstalled to the new vehicles and the council moved over to the Fleetclear Connect software platform at the same time.

Fleetclear Connect - fleet management software

All data is displayed on a user friendly, customisable dashboard and stored on Fleetclear’s cyber secure servers, where it can be accessed via the internet. Therefore, there are no more problems regarding access to the council’s network; any authorised person can access the information they need.

The Fleetclear telemetry box was fitted to the new fleet at the same as the live camera systems allowing the council to access a rage of additional information about the efficiency and operational performance of each vehicle and driver. All Fleetclear safety technology is equipped with anti-tamper hardware to ensure reliability.

Tom Ormerod, Contract Manager, Streetscene, Burnley Council: “All the information we need is now easily accessed on one system. We can track our entire fleet in real time, receive operational alerts, search, and retrieve recorded footage, scrutinise fuel efficiency, optimise routes and monitor driver safety. We also receive automatic equipment health status reports, so we know if there are any problems with any of the cameras.

“We also use the system to assist with driver training. We can check the number of reversing alerts for example and check that a banksman is being utilised. We can then address any health and safety best practice issues as part of our ongoing training programme.”

Ongoing support

Burnley also opted for Fleetclear’s managed service option, which includes remote checking of all camera equipment and ongoing training provision. Although the council’s service provider partner Urbaser manages the delivery of the collection and cleansing services, the council manages the handling of any incident reports, complaints, or insurance claims.

Tom Ormerod: “We are delighted with the system. Authorised staff members can connect to the system from anywhere; all they need is an internet connection.

“The service from Fleetclear is brilliant. They check in with us regularly and are very happy to pop in to sort out any niggles or provide additional training. We will be specifying the Fleetclear system in our next vehicle procurement contract.”
