'All-seeing' Cameras Protect Caerphilly Crews Against Claims

Caerphilly County Borough Council is the latest council to specify ISS Hard Disk Recording (HDR) equipment as standard on the waste collection vehicles for its Waste Services. It has fitted the recording equipment, along with ISS reversing radars, to a new fleet of seven Dennis Eagle refuse collection vehicles from manufacturer Dennis Eagle. Since specifying the equipment, the council has already used the footage to protect itself successfully against five public liability claims, a saving of at least 5,000 each. The Council has also been able to provide footage to the police on five occasions, which has resulted in three prosecutions.
Simon Coles, Head of Waste Services, Caerphilly County Borough Council, commented: We have reviewed the ISS equipment and we are satisfied that the system is reliable and provides good quality recordings. One of the reasons why we chose to specify the ISS equipment is that other councils in the region, notably Torfaen, were able to verify that it is effective in practice, as they had been using it for some years.

John Eales, Transport Manager, Caerphilly County Borough Council, said: If a claim had been made against the Council, in the past, it would have been difficult to contest without any supporting evidence. The availability of recordings has made the investigation of such claims more straightforward for our Risk Management Section. Thanks to the ISS equipment and its use in 4 of the 5 claims, we were able to demonstrate that the Council was not at fault. We are very happy with the equipment.
